TOR for high-tech industries

THOR “Komsomolsk” includes two sites in the city, one of them (“Amurlitmash”) is classified as “brownfield” and ready for production, at another location (“Sail”) started the construction of infrastructure (road), the completion term in 2017.

The main investor of the platform, “Sail” is “Epsilon-2” (SC “Energy”), which has received the resident certificate. Its investments are estimated at 7.7 billion roubles, the project will be implemented in 2016-2017. It plans the production of aerospace components by request of JSC “Company “Sukhoi” – details of the frame and Radiobiologiya, fasteners, tools. “This is a serious long-term demand, to meet which there is every economic reason”, – said the Governor.

“Sectoral plans of import substitution can also be implemented in TOR “Komsomolsk” on the basis of long-term production contracts with state corporations”, – said Shport.

In his opinion, the mechanism of TOR can be an effective instrument of economic development, but “not fully adapted to comprehensively address other important tasks of the city.”

Private investment in THOR “Komsomolsk” is estimated at the first stage in the 10-15 billion rubles, the infrastructure costs are about 2 billion roubles. The regional authorities also defended the idea of creating a “social core” of the TORUS, which includes school of engineering, children’s medical center, sports facilities and other social facilities, the cost of which was estimated at 6.5 billion rubles.
