Ukraine will impose duties on imports of passenger cars from Russia

Moscow. December 3. Ukraine will impose definitive countervailing duty on imports of passenger cars of Russian production in the amount of 10,41-17,66%.

As stated in the report of the interdepartmental Commission on international trade published on Thursday in the official press, the tariff will be introduced for a period of 5 years according to the results antisubsidies investigation. The decision to impose duties taken on 13 November.

“Definitive countervailing measures are applied by deducting a definitive countervailing duty on imports into Ukraine of passenger cars: production of LLC “Sollers – far East” – 17,66%, production of OJSC “AVTOVAZ” – 14.57 percent, other manufacturers of the Russian Federation – 10,41%”, – stated in the message of the interdepartmental Commission.

Import into the customs territory of Ukraine of cars without certificate of origin and in case of impossibility of definition of origin is carried out with payment of definitive countervailing duty at the rate of 17,66%.

The Commission’s decision shall enter into force 30 calendar days from the date of publication of the notice.

Compensatory measures are applied to new passenger cars with petrol and diesel engines, intended for the carriage of not more than eight passengers, classified under code 8703 of the commodity classification for foreign economic activity. The duty does not apply to snowmobiles, special-purpose vehicles for the transport of golfers and cars, equipped for temporary accommodation.

In the report of the interdepartmental Commission notes that as a result of the investigation examined a number of programs of state support of Russian manufacturers, and some of them are recognized as targeted subsidies, that gave grounds for the application of countervailing measures on the level of percentage of subsidy.
