The Prosecutor General’s office acknowledged unwanted in Russia the work of the U.S. Russia Foundation

MOSCOW, December 4. Prosecutor General’s office acknowledged unwanted activities on the territory of Russia of foreign non-governmental organization “the Us-Russia Foundation for economic and legal development” (The U.S. Russia Foundation for Economic Advancement and the Rule of Law, USRF). About this informed the official representative of the Prosecutor General Marina Gridneva.

“By results of studying of the material received the General Prosecutor’s office decided on the recognition of undesirable on the territory of the Russian Federation the activities of foreign non-governmental organization “the American-Russian Fund on economic and law development,” she said.

The Foundation is a U.S. citizen, which in connection with the activities directed against the interests of the Russian Federation were denied entry into the country by 2025, said the Prosecutor’s office.

What other organizations got in the list of “undesirable”

Also on 1 December the Ministry of justice has included the Foundation “open society” (Open Society Foundations) and the Institute “open society Foundation” (OSI Assistance Foundation) in the list of undesirable in Russia NGOs.

“In accordance with the Federal law “On measures of influence on persons involved in violations of fundamental rights and freedoms, the rights and freedoms of citizens of the Russian Federation” on the basis of the decision of the Deputy General Prosecutor of the Russian Federation of 26 November 2015 in the list of foreign and international non-governmental organizations whose activities are deemed undesirable on the territory of the Russian Federation included the Fund for an open society (Open Society Foundations) and the open Society Institute Assistance Foundation (OSI Assistance Foundation)”, – stated in the message.

December 2 in the registry of NCOs performing functions of a foreign agent got public charitable ecological organization “Green world”.

“The fact of compliance of the organization to non-profit organizations acting as foreign agents in the course of conducting Department of the Ministry of justice of the Russian Federation for the Leningrad region unscheduled field inspection”, – stated in the message.


For participation in the activities of “undesirable organizations” provides for administrative liability in the form of fines. For citizens from 5 thousand to 15 thousand rubles, for officials – from 20 thousand to 50 thousand rubles and for legal entities – from 50 thousand to 100 thousand rubles.

If the violations are of a systematic nature, in particular, the administrative punishment was applied more than two times per year, it is expected that criminal liability – the penalty from 300 thousand to 500 thousand roubles, or compulsory work for a term up to 360 hours, compulsory works for a term up to 5 years with restriction of liberty for a term up to 2 years or without such, or deprivation of liberty for a period from 2 to 6 years with deprivation of the right to occupy certain positions or engage in certain activities for a term up to 10 years. It is agreed that a person who voluntarily ceased his involvement in “undesirable organization” is exempt from criminal liability.

The law on undesirable organizations

The law on “undesirable organizations” was adopted in the spring of 2015.

“The national endowment for democracy” became the first in the Russian Federation “junk organization”

According to the legislation, “junk organization” can be recognized as foreign or international, but only non-governmental organization, “threatening the foundations of the constitutional system of the Russian Federation, the country’s defense and state security”.

The decision on recognizing an organization as undesirable is accepted by the Prosecutor General of the Russian Federation or his deputies in consultation with the foreign Ministry. In the same order, the solution can be cancelled. The list of “undesirable organizations” will maintain and publish the Ministry of justice.

“Undesirable organizations” it is forbidden to create structures on the territory of the Russian Federation, to distribute their information materials, conduct of operations with monetary funds or other assets with its credit and non-credit financial institutions.

Initiatives of the President of the Russian Federation for development NGOs

The President has proposed a number of initiatives for the development of non-profit organizations (NPOs). He announced the launch of a new program for the allocation of presidential grants to NGOs working in small towns and villages, NGOs that have proven themselves as excellent partners of the state, a legal status “for NGOs by the public utility services” and provided a number of benefits. In addition, the President called on regional and municipal authorities “to gradually guide the NGOs to 10% of the funds of regional and municipal social programs that these organizations could participate in the delivery of social services that are financed from the budget”.
