Moody’s changes to stable the Outlook of ratings of Moscow and St. Petersburg


Moscow. December 7. International rating Agency Moody’s Investors Service revised from “negative” to “stable” the forecast of ratings of Moscow, St. Petersburg, four regions and three state-owned companies, confirming them at the current levels.

According to a press release of the Agency, this rating action followed the change in Moody’s December 3, predict the ratings for government bonds of Russia to “stable” from “negative” and confirming the rating at “Ba1”.

Including the Agency confirmed the Issuer ratings of Moscow and St. Petersburg, as well as the ratings of the senior unsecured liabilities of these cities “Ba1”. Were maintained at current levels, the Issuer rating of sue “Vodokanal of St. Petersburg” – of Ba2, the senior unsecured ratings of obligations of LLC “Vodokanal of Finance” – “Ba2” and OJSC “Western high-speed diameter”- “Ba3”. Moody’s also affirmed the ratings of the Issuer of Bashkiria, Tatarstan, Khanty-Mansi Autonomous district and the Moscow region at the level “Ba2”.

In addition, Moody’s has affirmed the ratings of ten regions and three cities of Russia with “negative” Outlook. In including ratings of the issuers of the Samara and Omsk region – “Ba3”, the ratings of the Issuer and senior unsecured obligations of Chuvashia – “Ba3”, the ratings of the issuers of the Republic of Komi, Krasnoyarsk region, Nizhny Novgorod region, Krasnodar, Omsk – B1, the ratings of the Issuer and senior unsecured obligations of the Krasnodar territory and the Belgorod region – “B1” ratings of the Issuer and senior unsecured obligations of Mordovia – “B2”, the ratings of the issuers of the Vologda oblast and Volgograd – “B2”.

Meanwhile, rating Agency Moody’s Interfax has affirmed the national scale ratings on 17 regional and municipal issuers and one state-owned companies: Moscow and St. Petersburg – “Aa1.ru”, “Vodokanal of St. Petersburg”, Khanty-Mansi Autonomous Okrug, Moscow, Nizhny Novgorod and Belgorod regions, the Republic of Komi, Krasnodar and Krasnoyarsk Krai, Krasnodar and Omsk – “Aa2.ru” Samara and Omsk regions, Chuvashia -“Aa3.ru”, Mordovia, Vologda and Volgograd – “Waage”.
