Moscow. December 8. The Ministry of energy offers the potential to create equal economic conditions on the gas market between Gazprom, VIOC (vertically integrated oil company) and the independent gas producers, reported, Deputy energy Minister Kirill Molodtsov at the forum “Gas of Russia”.
He also called for the development of mechanisms of gas exports and the development of the internal market in conditions when the gas proposal prevails over demand.
As reported, independent producers Russia offered to fully liberalize gas exports, to highlight the transport component from Gazprom to resolve the conflict of interests, to achieve equal income for gas supplies in different regions of the country due to the rapid decrease in transportation tariff for the development of domestic sales, but also to audit transportation costs of Gazprom.
The Minister of economic development Alexei Ulyukayev said earlier that “generally positive” refers to the recommendation of the independent producers to allocate gas component from structure “Gazprom” in the framework of the reorganization of the gas industry.
At the same time, the Minister of energy Alexander Novak spoke against the proposal to Rosneft. “We believe that we need to maintain focus on a single gas supplier for export, not to hurt the state budget to not decrease rates, so as not to create competition,” he said.
Gazprom is strongly opposed to the idea of liberalizing gas exports, noting the unwillingness of independent companies for this work.
