MOSCOW, 8 Dec. The speaker of the Federation Council Valentina Matvienko has proposed to impose a moratorium on ad hoc amendments to such fundamental legal acts, such as Fiscal, Administrative, and criminal codes.
“I propose to impose a moratorium conditional on unsystematic changes in such fundamental documents. To agree to make changes to their package and not more than once in a session,” she said on Tuesday at a meeting with state secretaries of the government.
The Federation Council speaker noted that the practice of a special procedure for amending the fundamental codes exist in different countries.
According to Matviyenko, currently amendments to these codes in the Russian Federation are introduced haphazardly, with the result that the documents began to look like “patchwork quilts”.
“If we work systemically, we can effectively and carefully work through the changes”, she said.
The Federation Council speaker stated that “the ever-changing rules of the game, particularly in the tax area, prevents us from working effectively with the business.”
“This year alone, the criminal code changes were made 13 times, the Tax is 28 times. So, record here the Code of administrative offences – 39”, — said Matvienko.
In her opinion, this practice is counterproductive. “You must prepare new editions of codes. And now such work is already under way,” she said.
Matviyenko also urged to abandon the practice “of adopting the law on amendments to the laws on amendments”.

As a result of this process, said the Federation Council speaker, appear uncoordinated, haphazard laws out of General legal framework of the country. Only this year received about two dozen Federal laws amending the laws on the amendments.
