A bill to deprive of mandates of deputies for absenteeism submitted to the state Duma


The authors of the bill claim that it is aimed at increasing the responsibility of the Deputy of the regional Parliament for the participation in the meetings.

MOSCOW, 9 Dec –. The bill on early termination of powers of deputies of the regional, five or more times in a row did not attend the meeting of his Parliament without good reason, submitted to the Duma.

Amendments prepared Oryol regional Council of people’s deputies.

“Multiple (five or more times in a row) no member of the legislative (representative) body of state power of subject of the Russian Federation without a valid reason (vacation, business trip, illness, marriage registration, birth of child, death of close relatives) at the meeting of the legislative (representative) body of state power of subject of the Russian Federation entails the early termination of Deputy powers”, — stated in the text of the bill.

The amendments developed at the initiative of the faction “United Russia” in Orel regional Council of people’s deputies. The authors note that it is aimed at increasing the responsibility of the Deputy of the regional Parliament for the participation in the meetings. In their view, the non-participation of the deputies in Parliament causes serious damage to the reputation and authority of the legislature.

Under the law, the meeting of the legislative body of state authority in the region of the Russian Federation cannot be considered competent if attended by less than 50% of the elected deputies.

“Thus, the competence of the collegial body depends on the turnout of deputies. The low turnout of members, may destabilize the activity of legislative (representative) body of state power of subject of the Russian Federation to interfere in the decision-making for the region solutions. Failure to attend the meeting may be intentional, deliberately planned to disrupt the activities of legislative (representative) body of state power of subject of the Russian Federation,” say the authors of the bill.
