Media: Roskomnadzor suggests to messengers bind to carrier networks

“Officials are not up to the limit of the messenger. The bill itself is not, as we have no right of legislative initiative, but the problem exists,” Zharov said, adding that there is “the problem of mass mailings, which are in accordance with the law On communications is completely prohibited mobile operators”. “It concerns two aspects: the first is users because all the spam is slowly moving from SMS to instant messengers. And the second topic is the issues of national security,” he said.

“It’s about the fact that November 11 was a mass mailing WhatsApp information that a certain number of bombers moves in the direction of Moscow and Kazan that will be terrorist attacks and so on. As it turned out, it was “duck”, but the negative effect of it was, so as we try to suppress such diffusion from a carrier, perhaps it should be done in OTT services,” – said Zharov.

The head of Roscomnadzor proposes to create in Russia a national messenger

“We’ve discussed this issue with network operators with the competent authorities and are currently preparing a number of proposals that can form the basis of the law or may not go. As far as we go, as the rights of legislative initiative we have,” – said the head of Rocamador.

He noted that “there was no question on limiting the activities of the messengers in the territory of the Russian Federation was not conducted, not conducted, and we were even in the dream, not dreaming”.

“Over network”

“We proceed from the fact that the organizers of information distribution or OTT services, messengers working for the network operator. The name itself is technology – “over the top”, that is, they operate over the network. In our logic, if they provide a service connection to the operator’s network, they must enter into a contract with service provider, because they use its infrastructure”, – said Zharov.

“Second, they should follow the same legislative restrictions that apply to operator”, – he added. “If a mass mailing is prohibited for the operator, and operator, which operates on the network “over the top”, the same mass distribution must be prohibited”, – said the head of Roskomnadzor.

Kadyrov offered to cut off Russia from foreign messengers

Zharov noted that until then the office is not moving. “The question of OTT services is very broad, as it applies not only to the messengers, it relates to media, and a significant number of theaters, cinemas and other systems of content distribution, which operate on the same principle,” he said. “OTT is a technology, and we even could not imagine and did not come to the question of how all this handling, but it has arisen in recent years in the “Internet,” which certainly requires reflection, it is in some parts is regulated by different countries, so we as the oversight body signal that this subject should be considered”, – said Zharov.

“We will develop some concrete proposals, we will send them to the Ministry, and the Ministry, how he has clothed the right of legislative initiative, will decide that these proposals have to do,” he concluded.

Previously press Secretary of the President Dmitry Peskov reported that initiatives to limit access to services instant messaging is not now being worked out. “I know that is really the theme being. It is not in terms of the constraints worked out, he said. – As far as I know, there are no restrictions”.

Peskov said that to him personally as the user of any restrictions in the use of the messengers “would be uncomfortable”. “I think we all would have been inconvenient restrictions”, – he added.
