Medvedev: the budget situation is stable despite difficult economic conditions


MOSCOW, December 10. Despite the difficult economic background, the budget system remains stable.

“Despite the difficult economic background, the budget system by the main parameters remain stable and balanced. The obligations of the state pension, various allowances and subsidies are fulfilled in full volume, including the reserves that have been formed over the past years,” Medvedev said.

The Prime Minister announced a number of performance parameters of the budget of the Russian Federation for nine months. According to Medvedev, the budget revenues for the period exceeded 10 trillion rubles, which is 10% higher than planned revenues. The Prime Minister noted that the gradually improving the structure of budget revenues due to the increase in the share of non-oil revenue. In the last two quarters of such revenues form more than 55.5% of all revenues.

“Basically, it’s the tax revenue from a whole range of payments, the share of oil and gas revenues will be reduced – now it is about 44%. Of course, this is due to the dynamics of oil prices”, – said Medvedev.

However, according to the Chairman of the government, it is also the result of the shift that was outlined in the foreign trade structure and industrial activities.

For the first nine months of 2015, Federal budget expenditures amounted to nearly 11 trillion roubles, which is 7% less than the forecast. Thus, in the first three quarters of the current year the Federal budget deficit amounted to about 650 billion rubles, or 1.2% of GDP, stated the Prime Minister.

Medvedev also voiced the Reserve Fund of the Russian Federation as of 1 October 2015. At that date the Fund amounted to about 4.7 trillion rubles. The volume of national welfare Fund at that date amounted to more than 4.8 trillion rubles.

On prolongation of the maternity capital programme

Medvedev also noted that the extension of maternity capital programme to 2018 would allow the issuance of certificates another 1.5 million families, and the government would do that, despite the difficulties in the economy.

He cited data according to which effective can be called only 22 of the Federal program, and the results of the two programmes is unsatisfactory. All currently approved 45 of the Federal target programs and one subprogram, their funding for this year amounts to almost 1 trillion rubles.
