The minimum authorized capital of insurers should be 60 to 120 million rubles, said in the state Duma Committee on health protection.
MOSCOW, 10 Dec. The state Duma Committee on health recommended the lower chamber of Parliament to approve in the first reading a government bill, which increases from 60 to 120 million rubles minimum size of Charter capital of insurers offering medical insurance.
Existing medical insurance organization to 1 January 2017 will need to adjust the amount of their authorized capital in compliance with this requirement.
The bill clarifies the sources of formation of means of the normalized safety stock of territorial funds of compulsory health insurance (CHI) and directions of their expenditure. Such safety stock, in particular, will be formed at the expense of sanctions applied to health care organizations on the results of control of volumes, terms, quality and conditions of granting of medical aid.
Normalized safety stock will include funds for additional financial support for the implementation of territorial CHI programs, funds for payments for the medical aid rendered to insured persons outside region in which granted the compulsory health insurance, funds for financial support of activities on additional professional education of health workers on training programmes, acquisition and repair of medical equipment.
