MOSCOW, Dec 14. The Deputy from “Fair Russia” Gennady Nosovka submitted to the state Duma a draft law on regulation of activities of private security organizations in Russia that can actively participate in protecting Russia’s national interests abroad.
“In the Russian Federation private military security companies (CVOO) currently have no official status”, — stated in the explanatory Memorandum.
Main causes are the lack of state strategy and the relevant legislation, explains the author of the bill. According to him, the limiting factor is the lack of clear distinctions between mercenarism and the activities of these organizations.
The MP believes that in the case of legislative regulation of such organizations are able to participate actively in the protection of national interests outside the Russian Federation, development of international military cooperation, reducing the level of military and terrorist threats by executing and rendering military and security services and works.
“Given the current international situation they also could be used in operations to combat drug trafficking, organized crime and in efforts to restore public and constitutional order”, — stated in the explanatory Memorandum.
In addition to economic benefits for the Russian Federation creation of CVOO will help to solve social issues related to the reform of the Armed Forces, the optimization of the number of law enforcement agencies, the Deputy notes.
“Having CVOA, Russia gets the opportunity to protect the business in the territory of foreign States with a complex military-economic-political situation. They can take on the protection of objects, protection of life and health of Russian specialists on the territory of these countries”, — stated in the explanatory documents.
The draft law stipulates that private military security organization is created in the form of business entity with limited liability. Its statutory Fund shall be not less than 10 million rubles. The founders (participants) of private security organizations may be citizens of the Russian Federation and Russian legal entity.
A special Chapter of the draft law on the use of physical force, special means and weapons in the territory of the Russian Federation and abroad.
“The adoption of this bill will set the legal framework for the implementation of private security activities, guarantee its legitimacy, effectively protect the interests of individuals, society and the state both on the territory of the Russian Federation and abroad”, — stated in the explanatory Memorandum.
