Rosfinnadzor has proposed to prohibit payments in foreign currency for transportation and transit of goods

Moscow. December 14. Rosfinnadzor has prepared a proposal to ban the use of foreign currency in the calculations of residents with foreign partners for the transportation of imported and exported from Russia, as well as passing through a country of goods, said a source familiar with the Agency’s initiative.

Proposals developed after the performance in October at the meeting of the presidential Commission on the fuel and energy sector, President Vladimir Putin, who proposed to start elaborating “a complex issue of strengthening the role of the ruble in settlements”. He suggested greater use of national currencies in transactions with those countries with which Russia has an active trade.

“We at the international level with colleagues about this continual debate. And, of course, we must strive to to pass on such calculations,” – said the President.

As the source said, Rosfinnadzor proposes to delete from the list of permissible exchange operations settlements in foreign currency between residents under contracts of transport expedition, carriage and chartering (Charter-party) at rendering by the forwarding agent, the carrier and the charterer of services related to the transportation of exported and imported and transit cargo, as well as under insurance contracts of these goods. Now, according to the Federal law “On currency regulation and currency control”, the operation is valid on the territory of the Russian Federation in foreign currency (paragraph 4, part 1, article 9).

Rosfinnadzor also suggested the energy Ministry to initiate amendments to certain legislative and other normative acts that imply the transition to ruble payments in the energy market with foreign partners.
