Putin signed a law to reduce penalties for non-payment of fees in “Plato”


Non-payment of fee will entail a fine of five thousand rubles with the driver, and in the case of detecting a violation of the cameras — with the car owner. Initially it was assumed the penalty in 450 thousand rubles for legal entities.

MOSCOW, Dec 15. The President of Russia Vladimir Putin signed a law establishing the order of charging heavy goods vehicles, whereby the fines from trucks for failure to pay fees in the “Plato” almost reduced significantly. The document is published on the official Internet portal of legal information Tuesday.

System “Platon” has earned in Russia from November 15. It will charge tolls to trucks carrying more than 12 tons. Now the trucks will pay 1,53 rubles per a kilometer on Federal highways. With 1 March 2016 the fee will amount to 3.06 rubles per kilometer. The money should go to the road Fund in compensation for the destruction of traces of heavy cars. The system implementation was accompanied by complaints of technical difficulties.

Amendments to the Code of administrative offences: failure to pay fee will result in a fine of 5 thousand rubles with the driver, and in the case of detecting a violation of the cameras — the owner of the car. A second violation will cost 10 thousand rubles. Initially it was assumed the penalty in 450 thousand rubles for legal entities.

Amendments are also introduced in the law “On automobile roads and road activity”. They set that movement on Federal highways heavy trucks should pay a fee for compensation for damage to the roads.

According to other amendments won’t be punished for driving without a payment on the Federal highway by car, arrived in Russia from abroad, if the car has not travelled more than 50 kilometers from the border and the driver had to pay the fee before the consideration of the case on this offense.

If violations were recorded by cameras several times per day, the owner will be held liable only for first day fixed for the violation.

The law also provides for detention of heavy trucks belonging to foreign carriers, owners or proprietors, to secure the payment of an administrative fine.
