The project secures the base of application of the FSB of force and special means, and also specifies how to warning use of weapons.

MOSCOW, Dec 15. The state Duma adopted in the first reading amendments to the law on the Federal security service (FSB), in particular clarifying the rules on the use of weapons and physical force by officers and prohibiting them from having accounts in banks located outside Russia.

The bill in the lower house of Parliament in July 2015 made by members of the Federation Council Viktor Ozerov, Nikolay Fedoryak and Vladimir djabarov, to him also was joined by deputies Elected Anatoly and Irina Yarovaya.

“Today, given the challenges and threats faced by almost every one of us, formed a clear demand for the development of the law on the FSB. In this regard, we consider a number of short stories,” he said before Election.

According to the MP, one of the stories of the project secures the reason, the procedure and conditions of application of the FSB force, special means and weapons. The MP said that currently these issues are defined by subordinate normative legal acts. For example, the draft establishes that, on the one hand, the employee is obliged to warn about the use of weapons. And can’t do, when delay poses a real threat to the life and health of citizens.

In addition, the bill establishes the 11 cases of use of weapons. Primarily, this is due to the protection of life and health, in particular, the release of the hostages, suppression of terrorist attacks, as well as the reflection of an armed attack on a state or municipal entity. Elective stressed that it is prohibited to use weapons to defeat against women, the disabled, minors, the exception is possible only in the event of armed resistance or an armed assault on their part.

The MP also recalled that the draft law envisages a ban for workers and members of their families in possession accounts abroad and using foreign financial instruments.

The amendments also propose to improve the procedure for serving in the FSB. For example, the FSB Director is delegated authority to establish procedures for the placement of workers ‘ personal data on the Internet; and communicating with foreign media and organizations, registration of personal Affairs and issuing of tokens.

The Deputy believes that, therefore, the adoption of the law will allow in General to improve the quality of service.
