BEIJING, 17 Dec. The Finance Ministry does not exclude that Ukraine will this week announce a moratorium on payment of debts to Russia for 3 billion dollars, told reporters, Deputy Finance Minister Sergei Storchak.

The Board of Directors of the International monetary Fund on the night of Thursday acknowledged the debt of Ukraine at $ 3 billion to the Russian Federation sovereign, and not commercial.

“Ukraine is likely tomorrow or day after tomorrow will announce a moratorium on payments, in order not to pay the bond. They also want to be in the legal field,” — said Storchak.

The maturity of the Ukrainian Eurobonds for $ 3 billion, purchased by Russia in late 2013, comes on December 20. Russia has previously expressed a willingness to restructure the debt, allowing it to repay one billion in 2016-2018, subject to the provision of guarantees for it from the authorities of the United States or the EU, or one of the international financial institutions.

However, according to the Minister of Finance Anton Siluanov, last week, the foreign partners refused to give such guarantees. After that the Russian President Vladimir Putin instructed the Cabinet to sue the Ukraine, if that will not repay the debt.
