MOSCOW, December 18. The leaders of the CSTO countries on 21 December at the summit in Moscow will be a Declaration on combating terrorism. This was reported on Friday the Russian presidential aide Yuri Ushakov.

“Taking into account the discussion leaders are scheduled to adopt the statement of heads of States-members of CSTO on fight against terrorism. This statement will reflect the common approaches of member countries to this threat,” – said Ushakov reporters.

Ushakov added that other topics of the summit will be terrorist and extremist groups, as well as the destabilization of the situation on the borders of the CSTO. It is also expected to agree on joint efforts of the States members of the Organization to the termination of the so-called “war on monuments”.

Ushakov noted that the session of the collective security Council of CSTO will be held in Moscow on the initiative of the presidency of the Organization in Armenia, which was proposed to combine this event with the meeting of the Supreme Eurasian economic Council. “This initiative was supported by all member countries of the CSTO”, – said the representative of the Kremlin.

“There are candidates”

The main issues of the CSTO summit held in Moscow on 21 December, will be the rotation of the Secretary-General and other officers of the Organization, said Ushakov.

He noted that the new Secretary General of the CSTO may become the representative of Armenia, since the rotation will be in alphabetical order. “Several options are being discussed (the candidacy of the new head). There are candidates. All of this will be discussed on Monday”, – said the representative of the Kremlin, concluding that “a final word for leaders”.

Ushakov also said that the heads of state at the upcoming December 21, the meeting of the Supreme Eurasian economic Council is expected to approve the candidacy of Tigran Sargsyan for the post of Chairman of the Board of the Eurasian economic Commission.

“The leaders agreed the candidate for the post of Chairman of the Board. Now this post is Viktor Khristenko. From February 1 next year will be taken up by Tigran Sargsyan, the representative of Armenia”, – said Ushakov.

He noted that the decision to change the population composition of the Board, the number of representatives from each country will be reduced from three to two. According to him, this is done in order to avoid erosion of the powers of the members and the growth of bureaucracy.

“It is envisaged that Russia will remain the same portfolios of the Board members. That is, the first portfolio – which takes Tatiana Valovaya, these are the main areas of integration and macroeconomics, the second portfolio which is now Andrei Slepnev, trade it. About talks with heads of Kazakhstan and Kyrgyzstan

In the framework of the CSTO and the EEU, which will be held in Moscow on 21 December, Putin will meet with presidents of Kazakhstan and Kyrgyzstan Nursultan Nazarbayev and Almazbek Atambayev, said Ushakov.

According to him, before the summit Putin will meet with Nazarbayev, after meeting the leaders of the CSTO and the Eurasian economic Union “will hold another discussion with President of Kyrgyzstan Atambayev”.

A Kremlin spokesman said that, as expected, in the negotiations Putin and Nazarbayev will discuss the issues of regional and international agenda, including situation in Syria and Ukraine.

He reported that for January-October of the current year there was a reduction in the indicators of mutual trade by 27.1% to 13.2 billion dollars. The physical volume of trade declined by only 4.1 percent.

The Central topic of the discussion with the Russian leader head of Kyrgyzstan will become the trade and economic cooperation in the context of the country’s accession to the Eurasian economic Union. In particular, the heads of state discussed issues of cooperation in the energy sphere, as well as certain aspects of Russian support for adaptation of Kyrgyzstan to the EEU standards.

Ushakov said that on December 21 after talks with Putin, Nazarbayev will start the CSTO summit in narrow and then in an extended format, during which will be signed joint documents. Next, Putin will give a working lunch in honour of the participants of the CSTO and the EAEC. This will be followed by a meeting of the Supreme Eurasian economic Council in narrow and expanded formats that will culminate in the signing of documents. “The theme of cooperation in the energy sphere”

The questions of cooperation of Russia and Kirghizia in the energy sphere will be discussed during the upcoming December 21st meeting of the presidents of the two countries, which will be held on the sidelines of summits of the CSTO and Supreme Eurasian economic Council, said Ushakov.

“The leaders of Russia and Kyrgyzstan discussed issues of cooperation in the energy sphere. The Republic actively works “Gazprom” carries out modernization of gas transmission and distribution networks, the exploration of a number of hydrocarbon deposits”, – said Ushakov.

He noted that since the beginning of the year is implemented, the General scheme for gas supply and gasification of Kyrgyzstan until 2030, which envisages raising the level of gasification in the country from the current 26% to 70%.

As expected, during the meeting there will be discussed certain aspects of Russian support for adaptation of Kyrgyzstan to the EEU standards. Ushakov noted that in the framework of implementation of intergovernmental agreement on development of economic cooperation in conditions of Eurasian economic integration of Russia free Republic allocates $ 200 million.

The Russian Federation also provided financial assistance to Kyrgyzstan, the volume of which in 2014 amounted to 90 million dollars.

Russia is the main trading partner of Kyrgyzstan with its share in external trade turnover more than 27%. Due to the volatility of the currency markets for 9 months of current year the volume of bilateral trade flows in value terms decreased by 22.7% – up to one billion dollars.

Ushakov recalled that on December 3 in Bishkek hosted a meeting of the bilateral intergovernmental Commission on trade-economic, scientific-technical and humanitarian cooperation. At the meeting it was agreed to study the possibility of transfer payments for gas supplies with dollar contracts on the ruble.

About the problem of “black schemes” to bypass predamage

Russia will propose that the heads of EEU member countries on 21 December at the summit in Moscow to discuss the problem of using “black schemes” by bypassing Russia’s food embargo against the US, the EU and some other States, said Ushakov.

“Obviously the question will be raised about some of the problems associated with the use of “black schemes” to bypass Russian sanctions on agricultural products, which were introduced in response to the sanctions policy of the USA, EU and some other countries”, – said the representative of the Kremlin.

According to him, also there was discussion about the next meeting of the Supreme Eurasian economic Council. “Our country will offer to host one of the meetings next year in Omsk in relation to the 300th anniversary of this city,” said assistant to the President.

On the question of credit Belarus

The question on granting of Belarus of the credit from the EurAsEC Fund is not listed as high priority for discussion at the upcoming December 21, the meeting of the Supreme Eurasian economic Council is no provision for separate meetings of Russian President with President of Belarus Alexander Lukashenko.
