Golikova: the volume of public procurement in Russia in 2015 is estimated at 25 trillion rubles


MOSCOW, December 22. The volume of public procurement in Russia in 2015 is estimated at 25 trillion rubles. This was announced by the Chairman of the accounts chamber Tatyana Golikova, speaking at the conference “development of the contractual system in procurement: legislation, audit tools”.

“This is quite a substantial figure. Its volume is almost equivalent to the volume of the Federal budget and the volume of the consolidated budget of constituent entities of the Russian Federation”, – said Golikova.

1,1 thousand violations

Golikova also noted that the chamber has identified in the first 9 months of 2015, more than 1,1 thousand violations in procurement and execution of government contracts worth a total of 34.2 billion rubles.

According to her, the control and accounting bodies of constituent entities of the Russian Federation over the same period revealed more than 9 thousand different violations at all stages of the procurement cycle.

“Of particular concern is the existing system of regulation in the area of procurement. According to the results of our monitoring showed the absence of a number of key spending units of the approved standard costs for certain types of goods, works, services”, – said Golikova.

According to her, also revealed the facts of the claims were insufficiently grounded or excessive amounts for purchase of goods and the large variation of the limit prices (up to 10 or more times) on the same types of goods to various public authorities.
