MOSCOW, December 22. Crimea 2018 will be included in the General area of the wholesale electricity market as non-price zones, said the Minister of energy Alexander Novak.

“When in the Crimea will be built on-site generation, the generating companies will become participants of the wholesale market, and the Crimea was included into the General system of the wholesale market as non-price zones. But it will only be in 2018. While there will be particular mechanism for the purchase of electricity on the protected areas”, – he told in interview to the newspaper “Kommersant”.

The Minister noted that the supply from the UES about a third cheaper than the contract price of Ukrainian electricity. In General, the volume of consumption of the Crimea is about 6.4 billion kWh per year, of which 4.9 billion kWh was purchased from the Ukraine. Now almost half of the power will be supplied from the Russian grid plus its own generation of Crimea.

“When in may an energy bridge will add another 400 MW and the total will be about 800 MW, in principle, we can exclude the supply from the Ukraine entirely. However, this will not solve until the end of the need of subsidization of tariffs for electric energy for consumers of the Crimean Federal district, as the final tariff is still much lower than their economically justified costs for the purchase and delivery of electricity. Therefore, the elimination of subsidization of tariffs will be carried out in stages,” said Novak.

Answering the question about the construction of a thermal power plant in Taman, the Minister said that the demand for stations from customers provided. “Interested to participate in the contest a lot. It’s like Russian companies and foreign, even Chinese. Here, in principle there are no restrictions, no sanctions are not afraid, because the project is not tied to Crimea. We expect that the competition will be held in the second half of 2016”, – he said.

The Minister noted that the generation in the Crimea is not dependent on the construction of the station in Taman, it is necessary to maintain large units of the entire power system of the Peninsula. “Because peak consumption reaches 1300-1400 MW, and, taking into account the socio – economic development of the region, two years may be even higher. So you will need and private capacity, and the overflow from the UES, and in the hours with low consumption possible and return flows to the mainland,” he said.
