MOSCOW, 24 Dec –. Minister of energy Alexander Novak considers inappropriate the idea of access of independent gas producers to export a single channel in exchange for the guarantees of the functions of guaranteeing suppliers in the gasification of Russian regions.

“If we are talking about just to pass into the tube gas by any price — this idea has a right to exist. In part, this is already happening today, LUKOIL sells to Gazprom its gas. If we are talking about the violation of a single export channel, we will be categorically against it,” said Novak, responding to a question.

As reported by the Deputy Minister of energy Kirill Molodtsov, the presidential Commission on fuel and energy complex was instructed to study the issue of expediency of creation in Russia the concept of development of the domestic gas market. According to him, the concept can include the introduction in Russia of the status of guaranteed supplier of gas, which will be bound by a duty of gasification of the region in which it operates. Currently the cost of gasification of regions of the Russian Federation assigned Gazprom.

While the Deputy head of “Gazprom” Valery Golubev did not rule out that the guaranteeing suppliers may be given the right of export of gas. Molodtsov added that the concept of development of the domestic gas market needs to be finalized in the first quarter of 2016 and directed to the government of the Russian Federation.
