Crimea has approved the budget for 2016, the deficit will be covered by loans


Most of the revenue from the Federal budget – 37,606 billion rubles will be spent on subsidies to the budget of the Republic and municipalities.

SIMFEROPOL, 25 Dec. The state Council of Crimea adopted the Republican budget for 2016: the deficit in the amount of 19.3 billion rubles is planned to cover at the expense of attraction of budgetary credits.

“To approve total income in the amount of 67 billion 353 million 913 thousand 780 roubles, including tax and Nontax revenues in the amount of 23 billion 894 80 million roubles, gratuitous receipts (intergovernmental transfers) from the Federal budget in the amount of 43 billion 459 million 913 thousand 700 rubles”, — stated in the budget adopted at the session of the Crimean Parliament.

The biggest sources of replenishment of the budget will be the tax to incomes of physical persons – 10,388 billion rubles, the tax on profit of organizations – 6.8 billion rubles, excise duties on excisable goods – 2.5 billion rubles, the tax on property of organizations – 900 million rubles, the transport tax – 250 million rubles, the proceeds from the sale of tangible and intangible assets – 1 billion rubles.

A large portion of grant revenue from the Federal budget — 37,606 billion rubles will be spent on subsidies to the budget of the Republic and municipalities.

Total expenditure budget was approved in the amount of 86 billion 653 million 913 thousand 780 roubles. The deficit amounted to 19.3 billionaire rubles, it is planned to cover at the expense of attraction of budgetary credits. In comparison with year 2015 budget revenues increased by almost a billion, and expenses – more than on 20 billion roubles. While subsidies from the Federal budget decreased by 7.2 billion rubles, and the targets of collection of own revenues increased by 8 billion rubles.

Earlier, the head of the Crimea Sergey Aksenov reported that the Republican budget of the Crimea for 2016 will be socially oriented. In particular, 25% of the expenditure goes to education, 20% healthcare, 20% — on the national economy, including road construction and modernization of different spheres, 17% — on social policy. In the budget, according to Aksenova, the main emphasis is on maintaining and developing social and economic sectors.
