The legal basis of transition to innovative way of development was adopted in April 2013 the regional law “On state support of innovative activity in Ugra”.
KHANTY-MANSIYSK, 25 Dec –. Innovation – both in the economy and in the social sphere – in Ugra is considered as an essential condition for sustainable development and the priority for authorities, local governments and businesses. The legal basis of transition to innovative way of development was adopted in April 2013 the regional law “On state support of innovative activity in Ugra”. In the district approved the program “Socio-economic development, investments and innovations of Yugra for the period 2014-2020”, provides support for beginners and existing innovative companies, including grants to small and medium businesses, the participants of innovative territorial clusters.
At the end of November in two cities of Yugra — Khanty-Mansiysk and Nefteyugansk appeared “Quantanium”. It was titled backbone from the physical notion of “quantum” — received the first in Russia children’s parks, where students can get basic knowledge in scientific and technical sphere, skills, innovation, teamwork-oriented results.
“Quantonium”, created on the basis of the regional Technopark of high technologies, equipped with the latest equipment and programs, only they will be able to accommodate up to two thousand children, and almost all seats are occupied. Until 2018 in the Autonomous district will have four more “Quantanium”. The project, implemented by the authorities of Yugra, together with the Agency for strategic initiatives in the year of the 85th anniversary of the district, aims at the education of specialists of the XXI century, thinking in a new way and is able to master a variety of competences “tomorrow”.
Technopark and Technopolis
The core of the innovation infrastructure was the state high technology Park, operating since 2008. “Quantonium” is the most brilliant project recently implemented on its base, but the goal of the Technopark is wider. His staff, in particular, conduct the examination of innovative projects, organizing scientific research for small and medium-sized innovative companies, products certification, conduct seminars and trainings. Today the Technopark has more than 135 resident companies in IT, oil and gas production, medicine, housing and communal services. By the end of 2014 the volume of production realized by them, exceeded 1.34 billion rubles. For each ruble invested in the technology Park, the County receives approximately four rubles of taxes to budgets of different levels.
The success of Technopark has prompted the idea of wider innovation cluster “Technopolis Pulkovo”, including entrepreneurship support Fund, the development Fund of the Autonomous district, as well as universities and research institutes. New points of growth of innovative entrepreneurship will become and industrial parks in the municipalities, as well as technological platform that will allow innovative companies to test the technology. Currently there are three branches of Technopark – in Surgut, Nizhnevartovsk and birch.
All in all, according to Rosstat, the cost of technological innovation organizations in Ugra in the past year amounted to over 50 billion rubles. By this measure, the district has entered into ten leaders among the regions of the country. In 2015, these investments grew by 6% and compared with 2010 — 2.6 times.
A promising platform for the development of technological innovations in the economy has been the oil and gas sector. Ugra ranks first in Russia in oil production, second in natural gas production. Oil and gas production makes up almost 80% in the structure of industrial production of the district.
The problems of the industry engaged in the Technopark in collaboration with the gas and oil companies there are two gas-processing cluster, since the deep processing of value added — one of the main directions of development of the district.
No less ambitious objective is to ensure long-term development of the fuel and energy complex of Ugra on the basis of new technologies for developing unconventional and hard-to-recover hydrocarbons, increasing the degree of extraction of oil. According to the Strategy of socio-economic development of Ugra till 2020 and for the period up to 2030, the creation of a technological basis for a pilot and then industrial development of stranded oil will largely fall on the Innovative centre RAS-Ugra.
It is quite obvious that such a platform should be in Yugra, and the reason for this are not only trudnoizlechimykh the largest hydrocarbon reserves in the Bazhenov formation, but the presence of specialized research organizations, universities, the presence of virtually all major oil companies. It is assumed that for technological development and research in 275 kilometers from Surgut will set up a special scientific polygon “Bazhenov” with 2 million tons of recoverable reserves. Drilling of the first well of the landfill is scheduled for 2016. It is here that the Russian oil and oil service companies will develop technology to extract difficult oil, to test prototypes of domestic equipment.
“These activities should not only improve our industrial level, to contribute to solving production issues relating to the stabilization of oil production, but also to strengthen our technological sovereignty, a more robust position in negotiations with foreign partners and counterparties,” — said the Governor of Ugra Natalia Komarova.
In the annual address to the people, public representatives and deputies of the district Duma on 9 December Komarov gave the example of the company “RITEK”, which this year has already started the testing of a unique for Russia technology of gas influence on the layer. As a result of the Bazhenov formation oil recovery may reach 40%. The new technology relies on domestic designs and can be put into commercial operation in 2018.
Currently in Yugra completed development of the regional concept “Lean region”. Here, too, accumulated a very successful experience: the energysaving led Yugra to make a significant contribution to solving the acute problem of flaring of associated petroleum gas (APG). Associated gas flaring is damaging the environment, a valuable chemical feedstock and energy resource just “thrown to the wind.” With the commissioning of Yuzhno-priobskiy gas processing plant the County out on 95% level of associated gas utilization. Ugra authorities consider it necessary to increase this figure to 98% — while the target level of gas utilization by Russian companies in 95% will be achieved only in five years. In recognition of the contribution of Ugra in the fight against global warming was held in September in Khanty-Mansiysk forum a Global partnership of the world Bank to reduce the volumes of flared APG. To Ugra such forums were held only in London, Amsterdam and Paris.
Clear evidence of interest in the district to global innovations in the field of information technology is an annual international IT Forum in Khanty – Mansiysk since 2008. In the past year on it for the first time, delegates from the BRICS countries in 2015, the format of the forum was enlarged by the participation of representatives of SCO countries. The popularity of the forum is constantly growing: every year it involved more than 1.5 thousand experts, and in 2015 it has attracted more than two thousand experts from 33 Russian regions and 38 countries around the world.
In the opinion of the County, the forum can accelerate the development in Russia of best international practices and technologies, in particular, for the development of infrastructure of “smart” cities and towns. The Forum-2015 was formulated more than a hundred proposals related, including, with application of IT in territorial planning and management, with the increasing availability of electronic services, security technologies and the development of human capital.
The most innovative large-scale IT project in this area can be considered the creation of an integrated territorial information system (TIS) of Ugra, was commissioned in late 2013. It is designed for solving tasks of regional management, operational as well as emergency prevention. Protected database TIS contains more than two million pieces of information on socio-economic development of the district in topographic platform – work the fuel and energy complex, transport infrastructure and communications. TIS includes “public” level, which provides access to Internet users to e-cards, information about the tourism potential of the district, allows the citizen to send appeals to the authorities, including photo and audio.

Naturally, the task information and become the most advanced region of Russia, to eliminate the “digital divide” requires, first of all, ensure access for all residents of the region, controls and services for modern communication services, including high-speed Internet access. One of the main objectives of the regional government is to get rid of white spots on the map of Ugra.
In 1994 the residents of Nizhnevartovsk, Surgut and Khanty-Mansiysk for the first time appeared the possibility of access to the Internet over telephone networks using dial-up remote access. Just in Yugra in the last five years the number of settlements where there is high quality online, grew by almost 70%, rates declined by 80%. It is assumed that after the implementation of the agreement with Rostelecom and the Ministry of communications for network access with a minimum speed of 10 Mbit/sec. will be available 94% of the population of Ugra.
For teaching computer literacy of pensioners, the unemployed, the poor, large families and indigenous peoples of the North in the district developed a special program “Electronic citizen” and “E-Commerce”.
According to the results of the all-Russian competition of projects of regional Informatization “PROF-IT” of 2015, which was presented to the portal “E-citizen of Ugra”, the district declared the winner in the nomination “Popularization and promotion of e-government services”.
By December of this year, 145 of the 322 schools in the Autonomous region connected to “electronic diary” service on a Single portal of public services, allowing students and parents to obtain information about the schedule of classes, current and final grades and homework online. This innovation, the Governor of Ugra noted in his annual address, noting that “electronic journals” from 2016 must earn in all schools of the region.
The authorities of Yugra provide continuing budgetary support for the development of an innovative, internship and pilot areas in the education system. In April this year, the Department of education and youth policy has announced a competition among educational institutions for the best projects of modernization and development. Filed the application 84 educational organization in the categories “Individual educational routes of students”, “Model of education quality assessment at the level of the educational organization and Implementation of the GEF in General education”. According to the results of the contest winners recognized 12 organizations from eight municipalities, the total sum, aimed at supporting innovative platforms, amounted to six million roubles.
The work on introduction of modern technologies on the territory of the Okrug there is another dimension – socio-cultural. Within the IT-forum in Yugra met the experts on the problems of language preservation and development in cyberspace within the UNESCO Program “Information for all”.
Native languages of every nation are its “cultural code”, the basis of spiritual and moral values. In our time this code was given digital form. It is important that along with digital, in the global network were overcome and linguistic inequality.
International experts shared the view that today Ugra is one of the recognized centers for the preservation, development and promotion of indigenous culture, traditions and crafts of indigenous peoples of the North. Developed in the Okrug programme support of languages of “small” peoples will be demanded by UNESCO in the preparation of the Atlas of the languages of the world.
“Culture of Khanty, Mansi, forest Nenets is the inner core, the soul of our district. It will not be – will only have lost in time and space, devoid of both past and future territory. We will not allow it”, — stressed in his address Natalia Komarova.
