MOSCOW, 27 Dec. Sunday comes into force the new regulations of the Central Bank of the Russian Federation abolishing the simplified identification of clients by banks when performing foreign exchange transactions of over $ 15 thousand rubles.

If used for currency exchange from 15 thousand to 600 thousand rubles were applied to a simplified customer identification when a citizen needed to provide only the surname, name and patronymic as well as the details of the passport. Now the Russians when performing operations of over $ 15 thousand rubles will need to provide additional information — a registration address and date of birth, and TIN — if available.

The operations of exchange of currency worth less than 15 thousand rubles, you will continue to make without the passport. If the transaction amount is more, the customer provides a passport as form fills the Bank, said the Central Bank.

In the largest Russian banks explained that the new rules the Central Bank will not limit the right of citizens to make the exchange.

The new regulation allows citizens to exchange currency over the established limit on Russian (internal) passport. The Bank reserves the right to request information about the INN, however if not available or not issued at all, it will not be an obstacle to the transaction.

The Central Bank explained that it considered the new regulation as not tightening, but rather as the adaptation of existing legislation: the situation imposes on credit institutions additional obligations to identify customers beyond the requirements of the law “On countering the legalization (laundering) of incomes received by criminal way, and terrorism financing”.

Banks must identify the customer when carrying out transactions with monetary funds. A credit institution record the surname, name, patronymic, citizenship, date of birth, requisites of the document proving the identity, address of residence (registration) or place of residence, the client, and TIN and contact information when available.

Published by the Bank of Russia the situation will not limit the rights of citizens to make the exchange, and is directed only at combating money laundering and the financing of terrorism, said the Deputy chief of Department of retail products and processes Gazprombank Julia Elsukova.

“The new rules of customer identification do not restrict his right to perform currency exchange operations. Prescribed in the rules of procedure is familiar to banks: at the moment it is carried out during operations over 600 thousand rubles”, — said Elsukova.
