First place in the ranking with a huge advantage took Vladimir Putin (index of references – 14337). The President often and convincingly expressed on the main issues of Russian and international agenda. His statements and decisions have become important as newsworthy not only for Russian but also to Western media.

Economic impact agenda

On the second place of the rating the head of the government Dmitry Medvedev (index – 6265). The economic agenda was one of the busiest this year. Not by chance in the top twenty rankings several members of the economic block of the government: Deputy Prime Minister Arkady Dvorkovich, energy Minister Alexander Novak, Finance Minister Anton Siluanov and Minister of economic development Alexei Ulyukayev. The main economic themes of the year were anti-Russia and counter-sanctions, fluctuations in oil prices and the ruble, raising the retirement age, a regular trilateral consultations between Russia, the EU and Ukraine on gas supplies to Ukraine and transit to Europe, the fight against the crisis in Crimea and the bankruptcy of “Transaero”.

Arkady Dvorkovich, the whole year was taking on controversial issues. 4 February Vladimir Putin criticized him for failures in commuter rail. Two weeks later, Dvorkovich reported to the President about implementation of his instructions on the trains, but was again criticized for poor analysis of the situation in the regions. Then over a year in charge of agriculture Deputy Prime Minister had to answer questions about the import substitution of food and prices in stores. In November he was appointed to lead operational headquarters for the regulation of issues related to the suspension of air links with Egypt after the disaster of the Russian A321 over the Sinai. And in December, Dvorkovich had to explain to the journalists the necessity of introduction of system “Platon”.

A great contribution to the statistics of Ministers of the economic bloc made their active participation in larger forums. In addition to traditional St. Petersburg and Sochi, this year in Vladivostok hosted the first East economic forum, and in Ufa summits of the BRICS and the SCO.

Diplomacy in the spotlight

Third place in a rating – the Minister of foreign Affairs Sergey Lavrov (index – 5281). This year Russia was still an active participant in all important international processes. Perhaps it was the most intense year in the history of Russian diplomacy. It is not accidental that foreign Affairs is the only Federal Agency represented in the top 100 ranking by three Deputy Ministers: Sergey Ryabkov (38th place; index 728), Grigory Karasin (76; 410), Michael Bogdanov (99; 326).

On February 11 began, lasted 17 hours and ended only the next day, the Minsk summit of heads of States “channel four” (Germany, Russia, Ukraine, France). It resulted in the adoption of measures aimed at the implementation of the Minsk agreements. He suggested a ceasefire, withdrawal of weapons, creation of security zones, the Amnesty, the resumption of economic relations and social payments to residents of Donbas, as well as the holding of the holding in Ukraine of the constitutional reform.

July 14, Iran and the international “six” in Vienna the final Joint comprehensive plan of action on Iran’s nuclear program. Iran pledged in exchange for the lifting of sanctions is not to produce weapon-grade plutonium, for 15 years to have not more than 300 kg enriched up to 3,67 percent uranium, convert nuclear facilities and use them exclusively for peaceful purposes.
