Putin signed a law on pledge for fee payment through terminals


The act allows for the submission to the customs authorities of Bank guarantees in the form of electronic document signed with reinforced qualified electronic signature.

MOSCOW, 30 Dec. The President of Russia Vladimir Putin signed a law that allows the posting of cash collateral as security for payment of customs duties and taxes with the use of electronic terminals, payment terminals or ATMs, reported on the official portal of legal information.

The act allows for the submission to the customs authorities of Bank guarantees in the form of electronic document signed with reinforced qualified electronic signature. This will allow to reduce time for reception by the customs authority of Bank guarantees and eliminate the need to submit to the customs authority of a number of documents confirming the authority the signatory warranty.

The act provides for the electronic exchange of information between the guarantor that issued the Bank guarantee and the customs authority. The guarantor will forward to the FCS information in electronic form of issued Bank guarantees. This will allow customs authorities to promptly obtain information necessary to verify the provided Bank guarantee.

The customs authorities instead of returning the Bank guarantee will be able to send the guarantor a letter in the form of electronic document certified by a reinforced qualified electronic signature of the customs body about release of the guarantor from its obligations under the Bank guarantee. This will not only reduce the time of the release of the guarantors from their obligations, but will also enable the guarantors to promptly issue new Bank guarantees for granting in customs bodies.

As a single document confirming the acceptance by the customs authority security of payment of customs duties and taxes, the law is proposed to determine the customs receipt. Such a receipt issued by the customs authorities in written or electronic form.
