Moscow. December 31. The Russian government has approved the transition period for retail on fixing in the Uniform state automated informsystems (USAIS) about the procurement of alcohol.
Company engaged in retail sales of alcoholic beverages, will be able to 20 April 2016 to amend USAIS information on procurement of alcohol, made in the period from 1 January to 31 March.
The corresponding government resolution of December 29, Tuesday published on the official Internet portal of legal information.
The transition period also applies to individual entrepreneurs engaged in the retail sale of beer and beer drinks, cider, Poiret and Mead.
Earlier that retail sales (including restaurants and bars) will have the opportunity to send in USAIS information about alcohol, received from suppliers in the first quarter, immediately after the purchase, and before April 20, reported the Federal alcohol market regulatory service. “The main condition – retail needs by January 1, connect to USAIS, and purchased the alcohol which will come to the address of retail outlets in January-March next year, can be transferred to the system until April 20”, – said the representative office.
The introduction of a transitional period for the retail sector was provided at the meeting, which was held in early December at the Vice-Premier Alexander Khloponin.
Amended (182-FZ) the law on state regulation of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products were adopted on June 29. According to the law, wholesalers must start to work in USAIS from 1 January 2016. Providing information in USAIS on the retail sale of alcoholic products in urban settlements is envisaged as of 1 July 2016.
The requirement for accounting in USAIS retail sales of alcoholic beverages from 1 January also applies to the catering.
According to the data, which appear on the site of Rosalkogolregulirovanija, currently USAIS connected 1,389 thousand wholesalers is 96% of the total number of wholesale organizations (1,594 thousand).
Previously, the newspaper “Kommersant” wrote that, most likely, transition transition to connect to the system and making information and many cafes and restaurants were not ready for such a situation. The publication felt that the catering establishments will have to choose between abandoning the lucrative sales and the threat of license revocation.
