Moscow. January 1. The President of Russia Vladimir Putin has signed the decree “On measures to ensure economic security and national interests of the Russian Federation in the implementation of international transit transport of goods from the territory of Ukraine on the territory of the Republic of Kazakhstan through the territory of the Russian Federation”.
The text of the decree posted on the official Internet portal of legal information. The decree is signed in connection with the suspension from 1 January 2016, of the agreement on FTA with Ukraine.
The decree stipulates that international transit road and rail transport of cargoes from Ukraine to Kazakhstan through the territory of the Russian Federation are carried out only from the territory of Belarus “subject to the application to cargo spaces (compartments) of vehicles and railway rolling stock, premises, containers and other places where are or can be the goods identification means (seals), including operating on the basis of technology global navigation satellite system GLONASS, and also if the drivers of vehicles engaged in road transport, discount coupons”.
“The imposition (removal) of identification means (seals), including operating on the basis of technology GLONASS, in road and rail transport is at the entrance to the territory of the Russian Federation (upon departure from the territory of the Russian Federation) in fixed or mobile checkpoints and control points situated at railway stations”, – the document says.
Drivers of vehicles engaged in road transport, are required upon entry into the territory of the Russian Federation from the territory of Belarus to obtain identification cards at fixed or mobile checkpoints and at departure from the territory of Russia to take these coupons for fixed or mobile checkpoints.
In case of violation by drivers of vehicles in road traffic on the stacking order and the withdrawal and use of seals, including operating on the basis of technology GLONASS, discount coupons will be void.
The Russian government is mandated to “establish requirements for identification (fillings), including operating on the basis of technologies GLONASS, the order of their imposition (removal) and application in road and rail transport, as well as the procedure of extradition (surrender) of a user of coupons.
The Cabinet of Ministers is also instructed to identify stationary and mobile check points and control points located at railway stations, used in the implementation of road and rail transport. In addition, the government should adopt measures aimed at ensuring the monitoring of the implementation of road and rail transport.
Joint-stock company “GLONASS” defined “only by the purchase of works on creation and operation of a control system for road and rail transport, with the use of identification means (seals), operating on the basis of GLONASS technologies,” according to the text of the decree.
The decree comes into force from the day of its official publication and is valid until July 1, 2016.
