Culture Ministry proposes to adopt a number of laws that increase the availability of domestic and inbound tourism and to develop measures to support tour operators to the world model.
MOSCOW, 5 Jan. The Minister of culture Vladimir Medinsky has proposed to allocate two million state grants totaling about 2.8 billion rubles for the tour operators which develop domestic tourism in Russia.
Payments will be arranged for those operators that provide tourist traffic “at the right time and the right place”. Subsidies also need to get those tour operators that deal with large tourist traffic and operate with a minimum residence time of tourists, the Minister said. Also, there are two possible forms of support identified by the Federal and regional budgets. The list of routes and areas for the allocation of grants approved annually, depending on the current market situation.
“On the calculation of direct financial support, we propose to stipulate a maximum amount of 2 million subsidies to operators totaling 2,765 billion rubles. Just want to say that this is the maximum sum, it is a carefully calculated and broken down by region based on the seasonal load these regions and in General the maximum and optimum number of tourists, which these resorts are able to take. Of course, if to get these standards by tour operators will not, the amounts will be less,” — said Medinsky, speaking in Sochi at a meeting on internal tourism.
“Priority regions for such a long period of subsidized recreation is presented the Stavropol territory, Karachay-Cherkessia (Arkhyz, Dombay, Teberda), Krasnodar region, Crimea, Kaliningrad region, Primorsky Krai, Republic of Buryatia and Kamchatka Krai”, — said the Minister, speaking at a meeting on the development of domestic tourism.
In addition, the Minister has offered to subsidize various types of domestic flights. “…We think more effective would be to not subsidize our traditional carriers, and to subsidize carriers in if they form the entire Charter, aircraft”, — explained Medinsky.
He added that the Ministry of culture proposes five measures to support domestic tourism: to adopt a number of laws that increased the availability of domestic and inbound tourism, to develop measures to support tour operators in the world sample, to create conditions for reducing the cost of tours to Russia, to increase investment in the development of tourism infrastructure and move to systems support, national marketing of tourism products.
