MOSCOW, January 11. Representatives of Supervisory organizations, recognized as foreign agents, will be part of the special monitoring group for the elections of 2016, writing in Monday “Izvestia” with reference to the head of the Council for human rights at the President (SPCH) Mikhail Fedotov.
As notes the edition, to create a special monitoring group for the elections was decided at the meeting of the first Deputy head of the presidential administration Vyacheslav Volodin, head of the HRC at the end of last year. Under current law, to observe election public organizations that are not foreign agents. In order not to break the law, representatives of imagenow will join the group as physical, not as a legal entity.
“It is important to note that the composition of the monitoring group of Supervisory organizations will include those who will not politicize the process of monitoring and election observation. These will be independent people who will give unbiased information designed to assist in the protection of the constitutional rights of citizens”, – said Fedotov, noting that the Council has never been a principle, if observers recognized foreign agents or not.
The recommendations of the HRC, which will be crucial for the monitoring group, will be developed at a special Council meeting in March. At the same time will be identified and the regions, in which controls from the monitoring team will conduct the members of the Council for human rights and staff NCOs – foreign agents.
“Members of the monitoring group is not going neither to stand nor to vote, nor to participate in campaigning for certain political forces, so no problems should arise. All these issues will be discussed in the framework of the Council for human rights estimated in March. However, the exact date is not possible,” said Fedotov.
Member of the HRC, head of the Department of constitutional and administrative law Economics Ilya shablinsky stressed that the monitoring group will rely on previous experience, which was held on the single voting day in 2015.
“The group has not yet been discussed, the group will include several members of the FH – 4-5 people, as well as representatives of various monitoring organizations have doubts about the legitimacy of the results of these or those elections”, – he said. According to human rights activist, the list of organizations that can send their employees in the SMM group can enter the “Golos” Association and other organizations registered on the list of foreign agents, and is not eligible to participate in the electoral process on the territory of the Russian Federation.
