Moscow. January 12. The Russian government may cease regulating tariffs for inter-operator service interconnection and traffic. The Ministry of communications has prepared a draft report of the government of the Russian Federation on the reform of the scheme of inter-operator relations, said a source in the telecommunications industry.
Currently, the government (through the Federal communications Agency) sets maximum interconnection tariffs for operators to significantly (up over 25% of installed capacity on the fixed telephone network), the largest of which are “Rostelecom” and MGTS (owned by MTS). The prices for call termination in fixed and mobile operators is skewed, because the state does not regulate the tariffs of the latter.
“The government of the Russian Federation supported the proposal of the PJSC “Rostelecom” in terms of alignment cost of the service call termination on fixed network and mobile communications”, – stated in the draft report, with copy that read “Interfax”. However, to bring the cost of terminating calls on all kinds of communication networks, the authors of the document offer by abolishing the state regulation of prices, rather than its distribution and mobile operators.
The draft report is being worked at the government office, then will be submitted to Deputy Prime Minister Arkady Dvorkovich, said the representative of the Vice Prime Minister Aliya Samigullina.
Since 2005, Russia has a three-tier hierarchy of communication networks, sharing infrastructure at local, zonal and long-distance/international level. Cellular operators in this system are classified as zonal, and for calls to other operators ‘ networks even at the local level are required to route the traffic of their customers via the company’s area network. When interacting with fixed operators they are required to join them at the zonal level. Pass zone the traffic is charged more than local. This situation is not satisfied with the cellular company, the margin of which goes to the operators of regional networks, the largest of which is “Rostelecom”.
