EKATERINBURG, January 15. Khanty-Mansiysk Autonomous Okrug – Ugra (KHMAO) and Yamalo-Nenets Autonomous Okrug (YANAO) optimize the maintenance costs, officials said Friday in a press-service of regional governments.
“In December 2015, the government of Yamal-Nenets Autonomous region instructed the main managers of means of the district budget to submit proposals on optimization of their respective costs by 10%. While reducing the emphasis will be on governance and other non-priority expenditures. For example, remuneration of persons holding public office of the Yamalo-Nenets Autonomous district, will be reduced by 20%. Salaries of civil servants of the Autonomous Okrug will be reduced by 10%”, – noted in a press-service of the government of Yamal.

How much money will be saved, will be evaluated on the results of the work on optimization of expenses, which is scheduled for completion in the first quarter of this year, said the press service.
In HMAO the decision to freeze the salaries of civil servants has been in place for four years. “Therefore, to reduce (wages approx.) not planned, and to change the planning system by adjusting the ratio of incentive payments and tougher tying the salary to the performance of official, in particular, through the implementation of lean technologies”, – said the press service of the government of Yugra.
The budget deficit Yamal in 2016 will amount to 16.3 billion rubles, follows from the district’s budget for 2016. Projected revenues of the consolidated budget for 2016 will be 127,4 billion rubles, expenses – 143,7 billion.
The budget revenue of KMAO in 2016 will be reduced by more than 18 billion roubles in comparison with the year 2015 and will be 176,3 billion. Costs will decrease by 7.5 billion rubles to 202,1 billion. The budget deficit of Ugra for 2016 is approved in the amount of 25,8 billion (in 2015 – 7.6 billion).
The Minister of Finance of the Russian Federation Anton Siluanov, speaking on 13 January at the Gaidar forum, said that does not preclude a repetition of the crisis of 1998-1999, unless measures will be taken to adapt the budget to the new conditions of the Russian economy. Ministries and agencies until mid-January must submit to the Ministry of Finance proposals for a 10 per cent reduction of its expenses in 2016.
