MOSCOW, January 17. The implementation of the Minsk agreements at the present time can seriously move forward. This was stated by the permanent member of the security Council of the Russian Federation, Plenipotentiary representative of Russia in the contact group on settling the situation in Ukraine, Boris Gryzlov in an interview with the newspaper “Kommersant”, which is published on the newspaper’s website.

“I have no doubt that at the present time we can seriously move forward in the implementation of the Minsk agreements. My meetings in Kiev, and in Minsk it only confirm it,” he said, answering a question about the results of talks with Ukrainian President Petro Poroshenko in Kiev and the meeting of the contact group in Minsk.

He underlined that does not consider “the current situation as a dead end”. “There are a lot of ways and breakthrough options. My task is to explain this to the participants of the process”, – said Gryzlov. However, he acknowledged that “there are forces interested that the situation was at an impasse.” “And worse, some want to avoid responsible actions for the implementation of the Minsk agreements, and therefore, it is beneficial to present the situation as a dead-end”, – said the representative of Russia in the contact group.

Gryzlov also believes that his appointment as the Plenipotentiary of Russia in the contact group on Ukraine with the search for compromise and effective solutions within the framework of the implementation of the “Minsk-2”.

Gryzlov stressed that throughout the conflict in southeastern Ukraine, Russia “is making Herculean efforts to rescue and support people living in their native region.” “I’m sure history will appreciate the timely and necessary decisions taken by the Russian leadership, which found support in our society and ultimately found understanding in the world”, – said the representative of the Russian Federation.

As evidence of this he called the Minsk agreement of 12 February, which were guaranteed by the Declaration, the leaders “channel four” (Russia, Germany, France, Ukraine) and approved by resolution of the UN security Council.

“Someone who wants to treat them lightly, will be disappointed and historic defeat. In this sense, my involvement is dictated by the country to expand our horizons in the search for compromise and effective solutions”, – said Gryzlov.

The President of Russia Vladimir Putin on 26 December appointed Boris Gryzlov, Plenipotentiary representative of the Russian Federation in the contact group. In the Russian delegation at those talks also include the special Russian representative in the contact group Azamat kulmuhametov and representatives in working groups.

Gryzlov noted that the process of exchange of prisoners in the zone of conflict in Ukraine continues, however, specific names at the last meeting of the contact group in Minsk on January 13 was not discussed.

The local elections

Gryzlov indicates that the representatives of Donbass configured constructively in the negotiations on the question of holding local elections, the law on which, according to the Minsk agreements, must be agreed with them by Kiev.

“The contact group’s work in this direction will not be. Representatives from South-Eastern regions have constructive”, – he told, answering a question about the prospects of local elections in the Donbass.

According to Gryzlov, the contact group should be a “platform to bring all positions to a common denominator, international requirements and, ultimately, to comply strictly with the letter and spirit of the Minsk agreements”.

The Russian envoy recalled that, according to the Minsk agreement, signed by Kyiv, “the amendments to the Constitution of Ukraine in terms of decentralization, the electoral law should be coordinated with the Donbass”.
