Likhachev: Russia must pay a contribution to the Council of Europe until February 25


The working group consisting of representatives of the foreign Ministry, the Ministry of Finance, the state Duma and the Federation Council will consider the concept of payment of contributions to the Council of Europe, said state Duma Deputy, member of the Russian delegation to PACE Vasily Likhachev.

MOSCOW, 18 Jan. Russia must pay a fee to the Council of Europe to 25 February, a working group consisting of representatives of the foreign Ministry, Finance Ministry, state Duma deputies and Federation Council members will develop the concept of payment of fee, said state Duma Deputy, member of the Russian delegation to PACE Vasily Likhachev.

“We need in 2016 to pay (contribution – ed.). The payment period is until February 25. A working group of representatives of the Ministry of foreign Affairs, the Ministry of Finance, naturally, the state Duma and the Federation Council and will consider the concept of these contributions,” said Likhachev.

At the end of January 2015 PACE because of the situation in Ukraine adopted a resolution that stripped the Russian delegation of voting rights, the right to participate in the work of the statutory bodies and in monitoring elections. In response, the Russian delegation until the end of 2015, left the Assembly. On Monday the Deputy head of the Russian delegation in PACE Leonid Slutsky said that the Russian Federation decided not to participate in the winter session of the Assembly.

The Russian contribution is 10% of the budget of the Council of Europe. In November, the state Duma speaker Sergei Naryshkin noted that Russia should not hurry to pay. In December, the speaker of the Federation Council Valentina Matvienko said that Russia may reduce by a third installment in this international organization, if the powers of the Russian delegation to PACE will not be recovered in full at the January session.
