At the heart of Russia and the parliamentary Assembly of the Council of Europe should be a full-fledged and equal dialogue, said the speaker of the state Duma. He stressed that, once these conditions are met, Moscow will reconsider its decision on cooperation with PACE.

MOSCOW, 18 Jan. The delegation of the Russian Federation decided to refrain from participating in the January session of the parliamentary Assembly of the Council of Europe; Russia will decide on the work PACE when there are conditions for full-fledged and equal dialogue, said Russian state Duma speaker Sergei Naryshkin.

“We have decided to refrain from trying to submit our application to participate in the work of the parliamentary Assembly of the January session,” Naryshkin said to journalists.

“We will closely monitor the development of the situation, when conditions for open and fair parliamentary dialogue will arise again, we will take another decision,” — said Naryshkin.
