The Committee of the state Duma supported the bill on the operation of the passport of the USSR


Under the bill, holders of passports of the USSR of the sample of 1974 will be able to use all services on an equal basis with those who have an updated passport.

MOSCOW, 18 Jan. The state Duma Committee on constitutional legislation and state construction recommended the lower house of Parliament to reject in the first reading the draft law the deputies from the Communist party, which preserves the action of passports of the USSR of the 1974 sample and allows its holder to use all services on an equal basis with those who have an updated passport.

Phased replacement of the passport of the citizen of the USSR of the sample of 1974 passport of the citizen of the Russian Federation was completed in July 2004.

“The proposed bill preserves the effect of already issued passports of the USSR of the sample of 1974 and obliges the public authorities to perform their service for the entire period of life of their owners”, — stated in the explanatory Memorandum.

The authors explain that the bill was prepared in order to protect the interests of citizens living in Russia on the basis of the passport of the citizen of the USSR of the sample of 1974. This category does not accept the passport of the citizen of the Russian Federation for reasons associated with their system of life values and religious beliefs, according to deputies.

In addition, the validity of the passport of the USSR were repeatedly established by Supreme court decisions and constitutional court of Russia, indicate the Communists.

During the discussion, the Committee came to the conclusion that there are no grounds that prevent these citizens to get a Russian passport.
