The state Duma will hold the first meeting of the pre-election session


MOSCOW, January 19. The state Duma will hold on Tuesday the first meeting of the spring session, which will be final for the sixth convocation of the lower house of Parliament.

“Plenary” traditionally opens with a performance of the speaker Sergei Naryshkin. After Monday’s Council of the Duma determines the agenda of its meetings, the Chairman said that in the legislative portfolio of the chamber is about two thousand bills. “It speaks to the possible duplication of those or other legislative initiatives, speaks of their quality, and, in addition, on populism,” he said.

In this regard, warned the speaker, the majority of these documents will be either rejected or they will be returned to the initiators. “And let us consider and take a decision on the main, the main, first of all, we will work on laws to ensure the fulfilment of the President’s instructions set out by the President in his December address to the Federal Assembly,” said Naryshkin.

Thus, today’s meeting will be devoted to actually review “the legislative rubble.” Its agenda featured more than 50 items, however, only two bills recommended by the relevant committees for adoption – they relate to the abolition of stamp duty in the direction of the appeals Commissioner for human rights in the Russian Federation. Other initiatives were made by the representatives of the Duma opposition and in preparation for the review has received negative conclusion. Among the most resonant – the next version of the draft law of the Communist party “children of war”, the proposal to introduce criminal liability for non-execution of decrees of the President, as well as the initiative of using the formal “You” the students and teaching staff.

Also on Tuesday the deputies will approve the list of priority bills that will be examined during the spring session, and to determine the agenda for January.
