Moscow. January 21. The state Duma Committee on transport recommended that the lower house of Parliament to adopt in the first reading a bill that will allow passengers in case of involuntary refusal to fly because of flight delays through the fault of the air carrier to charge the last charge, not only carrying, but also a penalty equal to 25% of it.
As noted in the explanatory Memorandum to the bill, it is also proposed to increase the maximum fine for late delivery of passengers, baggage or cargo at the destination, caused by the fault of the carrier from 50 to 75% of the statutory minimum wage for each hour of delay.
“At the present time on the part of carriers, there is an abuse of their rights and the rights selenia passengers during an air transport operation, write the authors of the bill representing the liberal democratic party.- The need to ensure the safety of the carriers justifies any delay, regardless of the circumstances in which it arose. Replacement of faulty aircraft serviceable stretched on for hours because of the reluctance of the carrier to organize normal work”.
The legal framework that should protect the rights of passengers affected by the actions of carriers, requires improvement, according to deputies. “Currently, the Air code of the Russian Federation and Federal aviation rules have been drawn up clearly under the carrier, the passenger rights and their protection is not clearly spelled out”, – stated in the explanatory Memorandum.
The bill would require changes in article 108, 120 of the Air code of the Russian Federation. Until 24 February the transport Committee of the state Duma gathers feedback and suggestions to him.
