MOSCOW, 26 Jan. Social obligations to support high-tech industries and the country’s defense should be priorities in the budget in 2016, cuts in these articles should not be, says the Federation Council speaker Valentina Matvienko.
“The budget needs to fully fulfill its social obligations — the payment of pensions, benefits, salaries of public employees. It is an indisputable priority. Second, the adjusted budget should be aimed at supporting high-tech industries, which play the role of drivers of economic growth, provide import substitution. We must emphasize, to focus on such industries. And another priority is ensuring reliable defense and security of the country,” she said in an interview with “the Ribbon.ru”.
According to Matvienko, it is from these considerations must proceed the Federation Council and colleagues with whom he actively works — the profile Committee of the state Duma and the government — the budget is being adjusted.
She noted that the “final decision” in the parameters of budget cuts is pending.
“I think the mechanical approach, the mindless spending cuts equal to 10 %, is unacceptable. You must wait until the end of the first quarter of 2016, in order to understand how the situation will develop — will continue to drop or the oil will stop within a certain price corridor. On this basis, it is necessary to prepare and adjust the budget”, — said Matvienko.
