The Ministry of economic development proposed to limit the procurement of state companies and natural monopolies for their own needs, particularly vehicles, furniture, office equipment, merchandise, services, protection, cleaners, wrote on Tuesday the newspaper “Vedomosti”, with reference to the report of the Ministry to Prime Minister Dmitry Medvedev.

Purchases for commercial purposes while under the rationing will not get. They “depend on the specific industry, technology development, market requirements, in some cases, due to international agreements,” explains the Ministry of economic development.

Of the 23 trillion rubles spent by state-owned companies in 2015, procurement for own needs amounted to 2.7 trillion rubles, writes the Ministry citing data from the unified information system (UIS). The reduction of non-commercial procurement of at least 10% will reduce the cost and increase the base for income tax.

If the Ministry of economic development proposals are adopted, companies will be obliged to develop standards of procurement and to place them in UIS. A list of items for which you will need to introduce regulation, will be determined by the government. It will be able to define the standards. Purchases that do not meet the requirements, will be prohibited.

Director of procurement Department of “Russian grids” Yuri zafesov calls the proposal the Ministry of economic development is feasible, if the companies will give themselves to set requirements to the procured goods.
