The heads of the Rostov and Leningrad regions grew most of all in the efficiency rating

MOSCOW, January 27. The Governor of Rostov region Vasiliy Golubev and the head of Leningrad region Alexander Drozdenko in most improved its position in the rating of efficiency of governors of the Foundation for civil society development (Fcsd) by the end of 2015, leaders of the “fall” were heads of Nizhny Novgorod region Valery Shantsev and the Ulyanovsk region Sergey Morozov. The top three of the rating were made by the head of the Yamal-Nenets Autonomous district (YNAD) Dmitry Kobylkin, the Governor of Kaluga region Anatoly Artamonov and the head of the Belgorod region Evgeny Savchenko.

Fcsd publishes the final rating of efficiency of governors in 2015. It is composed on the basis of weighted averages of the four quarterly ratings last year.

In the top ten performers almost unchanged

First place in the final rating has remained virtually unchallenged leader of the past issues – the head of the Yamal-Nenets Autonomous district Dmitry Kobylkin, said in Fcsd. In second place – the Governor of Kaluga region Anatoly Artamonov, previously divided first place with RT, but with the latest release of 2015 have been moved to the fifth place.

Third place went to the Governor of the Belgorod region Evgeny Savchenko, the fourth President of Tatarstan Rustam Minnikhanov. The top five closes the head of the Tyumen region Vladimir Yakushev.

Stable left position of Tyumen region Governor Aman Tuleyev and the head of Chechnya Ramzan Kadyrov (6 and 7 seats).

Moscow mayor Sergey Sobyanin took the eighth place ranking, followed by the Governor of Vladimir region Svetlana Orlova and the head of the Chukotka Autonomous Okrug Roman Kopin.

As noted in the explanatory Memorandum Fcsd, all participants of the first tens, except for Kopin, ranked in the top ten in all four releases for 2015. And nine of them (including the Kopin, but without orlová) was in the group of leaders by the end of 2014. “This shows stability data of the highest officials in the rating of efficiency of governors”, – stated in the document.

Leaders with a plus sign

The Fcsd experts have identified leaders and governors, which by the end of the year most improved or worsened their results. Their performance was calculated in comparison with the final ratings for 2014.

“The absolute leader of growth for 2015 was the Governor of Rostov region Vasily Golubev (+18 points)”, – stated in the materials Fund.

In the cover note explained that the result Golubeva reflected the active participation of the Rostov region in implementing policies for food security and the population’s recognition of the success of the regional government in the housing sector. Also the government of the region during the year, “effectively dealing with refugees from Ukraine, and the problem of regulation of interaction with border regions”, according to Fcsd.

Second place among the leaders of growth was taken by the Governor of Leningrad region Alexander Drozdenko (+16 points). His performance was influenced by the “successes of regional government in the socio-economic sphere” through which the region “has become a donor region and one of the few subjects of the Russian Federation, escaped the budget cutting”.

Third place in the list of governors, considerably improved its position over the past year, shared by the head of Kalmykia Alexey Orlov and the Governor of Stavropol territory Vladimir Vladimirov (each 15 points). According to experts Fcsd, on growth both in the rating of their impact in their regions socio-economic policy.

Among the leaders of growth also included the governors of Ivanovo region Pavel Konkov, the Murmansk region Marina Kovtun, Kamchatsky Krai Vladimir Ilyukhin, the head of Chuvashia Mikhail Ignatyev and the Republic of Bashkortostan Rustem Khamitov.

Leaders with a minus sign

To the greatest extent worsened the results in comparison with 2014 the Governor of Nizhny Novgorod region Valery Shantsev (-21 points) and the head of the Ulyanovsk region Sergey Morozov (-16 points). As noted in the explanatory Memorandum, a significant decrease in rating due primarily to the combined application in respect of their activities reduction factors – so-called GREY factor associated with the conflict’s regional elections, and the factor of affiliation, taking into account the involvement of the head region in business interests and corruption scandals.

Against Shantsev reduction factors were applied in the 10th edition of the ranking (October 2015). Factor NUMBER factor was used due to the development in the Nizhny Novgorod region of conflict within the elites, election campaign using the tools of administrative pressure, the materials of Fcsd.

The factor of affiliation was used, in turn, because of the criminal case against the Minister of industry, trade and entrepreneurship in the region accused of excess of powers of office.

Against Morozova in the 10th edition of the ranking has been applied the reduction factor NUMBER factor, and the 11th edition (December 2015) – reduction factor, factor of affiliation, recalled in Fcsd. “In the first case, frost intervened in the Affairs of a political party (“United Russia” – approx.). This is reflected in ignoring the decisions of the governing bodies of the party that won the municipal elections in the nomination of candidates for positions in the municipality, providing administrative pressure on deputies to elect the head of the municipality contrary to the decisions of the governing bodies of the party”, – stated in the explanatory Memorandum.

In the second case, the positions of Governor of the Ulyanovsk region has affected the conduct of the Ministry of internal Affairs of the Russian Federation of the preliminary investigation Federal high-tech center of medical radiology and certain employees of the government of the Ulyanovsk region following the results of checks the audit chamber of the Russian Federation.

15 points has worsened its result, the Governor of the Ryazan region Oleg Kovalev. Experts explain this by the fact that earlier Ryazan regional branch of the Committee of public safety of the Russian Federation has accused the Governor of abuse of power because of the transfer of the government lands of the State Museum – reserve of Sergey Esenin under construction. In addition, in relation to Deputy Minister of agriculture and food of the Ryazan region Gennady Nozdrina opened a criminal case on the fact of corruption.

Also in the list of governors with the worst dynamics became the head of the Khanty-Mansiysk Autonomous Okrug Natalia Komarova, the Republic of Adygea Aslan Tkhakushinov, the Oryol region Vadim Potomsky, the Nenets Autonomous area Igor Koshin, the governors of the Tula region Vladimir Gruzdev, the Samara region Nikolai Merkushkin, the head of Khakassia Viktor Zimin, head of the Arkhangelsk region Igor Orlov.

The governors should expect of the anti-crisis success

The distribution of seats in the new efficiency rating will largely depend on the economic success of regional leaders and their ability to minimize the consequences of the crisis.

“Ability under these conditions to demonstrate the effectiveness of the crisis, namely, despite the current situation, to ensure the economic development of the region, including to prevent the decline in industrial production and sverhsekretnoj and stable performance of social obligations will be the deciding factor that will determine the position of the highest officials in the rating”, – underlined in the Fund.

Experts Fcsd rely for this proposition on the data of sociologists, showing that the Russians are already feeling the negative effects of the economic crisis. According to a survey of Fund “Public opinion”, held at the end of November 2015, 72% of respondents said that they already felt the impact of the crisis. At the same time, according to a survey conducted in December 2015, 29% of the respondents believes that in 2016 the economic situation in Russia will worsen. Another 25% believe that 2016 will be worse for Russia than the last one.
