Medvedev instructed to prepare proposals on increase of tariffs in the system “Platon”


Moscow. January 27. Prime Minister Dmitry Medvedev instructed the Ministry of transport, Ministry of economic development and the Ministry of Finance by 10 February to submit to the government agreed proposals in terms of increasing the size of payments levied upon trucks weighing over 12 tons.

According to the report on the government website, appropriate instruction Prime Minister gave at the meeting about topical issues socially-economic development on January 19.

Moreover, the representatives of the industry and of the state Duma Committee on transport had previously called to continue with the current reduced fee of 1.53 rubles per kilometer by the end of this year.

From November 15 in Russia earned a system of charging trucks with a permissible maximum weight exceeding 12 tonnes on account of compensation of damage when driving on Federal roads, called “Plato”. The launch of the system was accompanied by a malfunction, as well as protests by truckers. They complained of the injustice of the system, indicating that already pay the transport tax and excise taxes included in fuel cost. In addition, carriers noted that the charging in itself will lead to losses and bankruptcy of small companies and the prepaid principle leads to the withdrawal of funds from circulation.

In response to claims of industry representatives, the authorities decided to reduce the tariff for the first period of operation hovercraft: until 29 February 2016 it is set at the level of 1.53 rubles per kilometer of distance traveled. From 1 March 2016 until 31 December 2018 it will amount to 3.06 rubles. It was also decided to reduce the penalties for nonpayment of travel: the common penalty for non-payment for travel on Federal highways of trucks with weight over 12 tons reduced to 5 thousand rubles for the first violation and 10 thousand – for the re. The fine issued no more than once per day. It is also planned to allow a postpaid method of payment, in fact made the flight. In addition, the Russian President Vladimir Putin call for the repeal of the vehicle tax for heavy vehicles participating in the system.
