NOVOSIBIRSK, January 28. Development of a program of re-industrialization of the economy of the Novosibirsk region was completed. The region will rely on information technology, medicine and the development of new materials, said the Governor Vladimir Gorodetsky.
“The priority for us was to develop a program of reindustrialization of the Novosibirsk region, which was completed at the end of 2015”, – said Gorodetsky, acting with the report before deputies of legislative Assembly of region. He noted that in the preparation of the program reviewed more than 100 innovative projects that will form the technological basis of the regional economy.
As previously reported by the Deputy Governor of Novosibirsk region Anatoly Sobolev, the reindustrialization program will include 12 major areas-routines.
Half of them belong to the complex. This modernization of industry and formation on the basis of developments of SB RAS and University science high-tech industries, creation of production of innovative materials. In addition, this group includes the development of engineering centres and industrial parks, implementation of the “locomotive” projects (such as creating a biotechnology cluster for import substitution of pharmaceutical products), the education of creative young people to provide the economy with human resources.
The second set of routines relates to the industry. This includes actions for the development of information technologies and introduction of various innovative developments in agriculture, health, energy, transport and sphere of ecology and nature management.
The program is designed in two stages. The ground – up to 2020 – it is assumed to use existing reserves and developments on the second – to 2025 – to create a series of high-tech industries, providing the replacement of imported products.
GRP decreased by 1.6%
According to the Governor, the Gross regional product (GRP) of the Novosibirsk region by the end of 2015 amounted to 957 billion, what with inflation means a reduction of approximately 1.6%.
“The GRP of 2015, according to preliminary estimates, is 957 billion rubles,” – said Gorodetsky.
This is slightly higher than announced at the end of July 2015 the Deputy Minister of economic development of the Novosibirsk region Vitaly Softacom the forecast for GDP, suggesting a decrease of 1.8% compared with 2014. Initially, the Agency expected to reduce GRP by 0.4% (to 963,5 billion), but during the first half of 2015 adjusted forecast.
In 2015, the Governor noted, in the region greatly reduced the trade and retail 14.4% and wholesale, which is 3.9%. This, he said, has affected not only the monetary income of the population, but also the unfavourable situation in neighbouring regions.
Average monthly salary in the region increased by 3.7% (to 28.2 thousand), however, inflation-adjusted (according to Novosibirskstat, 11,4%) real income of the population decreased by 5%.
According to Gorodetsky, decreased volume of investments into fixed capital. At constant prices it decreased by 11% in 2014 (180 billion rubles).
At the same time, industrial production in the region grew by 0.8%, and agricultural production – by 7%. One of the drivers of the economy, said Gorodetsky became the military-industrial complex.
In 2016, according to the Governor, the regional authorities intend to support the manufacturing sector and agriculture, to take steps to reduce debt and to concentrate on fulfilling its social obligations.
