The suspension of the activities of collectors will increase the volume of overdue debts, it will significantly complicate the implementation regulations of the Central Bank for credit institutions and eventually will hit potrebitelyam banking services, according to the Association of collection agencies.
MOSCOW, 29 Jan. A temporary ban on the activities of collection agencies will lead to growth of overdue debts and will increase the risks of the banking sector, said a member of the Board and the Chairman of the control Committee of the National Association of professional collection agencies (NAPCA) Dmitry Teplitsky.
The speaker of the Federation Council Valentina Matviyenko said on Thursday that due to the increasing incidence of “lawlessness on the part of collectors,” it is necessary to suspend the activities of collection agencies before adopting a law that would strictly regulate their work.
“The suspension of collection agencies will increase the volume of the overdue debt, and thus banking reserves, which will significantly complicate the implementation of mandatory standards of the Bank of Russia for credit institutions. In addition, increased risks in the banking sector will invariably affect the consumers of banking services, increasing the cost of loans,” says Teplitsky.
Collectors Association believes that in the current situation, there is a need “to accelerate the process of adoption of a law regulating the collection industry, with the purpose of formation of a civilized market of collection, prevent lawlessness gray collectors”.
