Putin agreed to the Union of Rosfinnadzor and the Federal Treasury


NOVO-Ogaryovo, MOSCOW on 2 February. Russian President Vladimir Putin agreed with the proposal of the Prime Minister Dmitry Medvedev about the Association of Rosfinnadzor and the Federal Treasury.

“The idea is to make a more compact system of financial control and oversight bodies, included in structure of the Ministry of Finance”, – said the Prime Minister at the meeting with the head of state.

He said that “the structure of the Ministry of Finance includes the Rosfinnadzor and the Federal Treasury”. “According to the Ministry of Finance, which is supported by the government, could these bodies to unite by joining Rosfinnadzor with the transfer of control and Supervisory powers of Rosfinnadzor in the system of the Federal Treasury,” – said Medvedev.

He added that this proposal is relevant, especially because the two structures “perform similar tasks – supervision of the financial discipline, budget execution, Treasury execution of budget, monitoring of budget transactions – so everything is connected and can be effectively done within a single structure.” The Prime Minister said that “foreign exchange earnings, foreign exchange control in this case will be distributed between the Federal tax service and the customs service”.

The Prime Minister believes that implementing this plan will “reduce the state apparatus that in present conditions it is useful”. “I agree,” he supported the proposal made by Medvedev and Putin. The reduction in the number of officials

According to assistant Finance Minister Svetlana Nikitina, combining functions of Rosfinnadzor and the Federal Treasury will reduce the number of officials.

“It was studied as part of the reorganization of control bodies and increase their efficiency, including by merger, current and subsequent control. This would reduce the officials and the optimization of the bureaucratic apparatus,” – said Nikitin.
