MOSCOW, February 3. The Ministry may raise the question of the abolition of self-regulation in the construction and return to the licensing system. About this stated the head of the Ministry of construction and housing of Russia Mikhail Men on the TV channel “Russia 1”.

“Previously, the licensing of construction activity. Then we come to the regulation, when the construction company, together, for ourselves issued a permit for construction. Today is clearly self-regulation in construction did not take place,” said Men.

The Minister said that now developed a number of initiatives aimed at preventing abuses of self-regulatory organizations. “One set of laws, which strengthened the influence of nezabyunaya on the self-regulatory organization, has been adopted, and today we are preparing a whole package of initiatives,” he said.

“If it doesn’t change the situation, we will refer to the country’s leadership to return to the old conservative licensing system”, – concluded the Minister.

Self-regulation in the field of construction, reconstruction, capital repair of capital construction objects introduced in Russia from 1 January 2010 instead of licensing. Construction organizations are required to be a member of SROs, a non-profit organization that issues a permit for the work and monitors compliance with quality standards of professional activity beyond the basic requirements of the state.
