The Moscow authorities have threatened to begin the process of banning Uber

In an interview with radio station “Moscow speaking” the head of the Department of transport of Moscow Maxim Liksutov had hoped that the online taxi aggregator Uber in the coming months will sign an agreement with the city authorities. “If not, then we have a legitimate right and duty to contact the police and start the procedure associated with the prohibition of activities,” the official said.

Liksutov said that the agreement with Uber was to be signed before the end of 2015, however, the online aggregator of taxis asked for the first postponement until the end of January, then another 10 days, citing corporate procedures.

“We are working closely with the Department of transport of Moscow, including on the issue of information agreement. We were able to come to a certain version of a document that satisfies both parties”, — said the representative of the Russian office of Uber Evgenia Shipova. She found it difficult to say about the timing of signing the agreement, but noted that, in principle, the company is ready to sign it in the form in which it now agreed with the diptrans.

As previously reported, the Uber diptrans requires the observance of two main conditions. The company should only work with legitimate taxi drivers, and also to transmit data on the movement of cars around the city. The corresponding agreement on information cooperation at the Department of transport has already signed with the service “Yandex.Taxi” and Gett (LLC “Gettax Rus”). Under the agreement, the company passed orders only those drivers who have permission to taxi operation, explained previously, representative of the Moscow Department of transport.

Gett has signed an agreement with the Department of transport in January 2016, said the representative of the company Alena Balakireva. However, Gett well before the signing of the document refused to work with “illegals”, she says.

In “Yandex” noted that the multilateral agreement about cooperation with the Moscow government was signed in the fall of 2014 and it concerned not only taxis, but also the exchange of open data in transport and others, said the representative of “Yandex.Taxi” Elina Stavisky. She also noted that the company worked only with licensed taxi drivers before signing the document.

A source familiar with the terms of the agreement, also said that it is the second paragraph, which obliges aggregators of taxis to transfer to “Unallocated” data on available vehicles on line (connected to the service) and their movement around the city. “On the one hand, to demand the personal data of passengers no one is good, but on the other — data about the car will allow the Department of transportation to obtain all the information about the number of cars connected to the aggregators, their routes, and so on,” says the source . In his opinion, obtaining such information will enable the authorities of the capital to calculate, for example, the revenues of aggregators in Moscow that the company did not disclose (Gett and Uber as private companies, “Yandex”, despite the fact that is a public company, does not highlight the division’s revenue saw a taxi in the structure of their income).

Uber now operates in seven Russian cities — Moscow, St. Petersburg, Sochi, Kazan, Ekaterinburg, Novosibirsk and Rostov-on-don. In addition, the company has ambitious plans: by the end of 2016, the service plans to enter in ten cities of Russia. Coverage in 17 cities can make American company leader in the number of cities of presence. For comparison: the leader of the Russian market to order a taxi online — “Yandex.Taxi” now operates in 14 cities, plans for expansion for the current year the company refused to talk. Service Gett, an Israeli entrepreneur Shahar Weiser now operates in ten Russian cities. A company representative declined to discuss with the development plans for 2016, specifying only that Gett “interested in all Russian cities”.

At the end of 2015 at “Yandex.Taxi” was about 60% of the Moscow market of taxi, Gett — 20%, and Uber — not more than 10%, have counted in Moscow trading-industrial chamber. In the Uber refuse to call and the number connected to the application vehicles and the number of committed trips. Thus the Vice-President of the company Ryan graves is not arguing with the fact that Uber scale in Russia is inferior to competitors. “In Russia we don’t really very large, but in the USA about us said the same thing two years ago. We start here in 2013, truly to grow, to scale the business only started in 2015”, said graves.
