As told journalists the Minister of economic development Alexei Ulyukayev, the most likely to be privatized in 2016 for companies that are already in the privatization plan. The Minister recalled that the list includes “Rosneft”, “Bashneft” and ALROSA.
The speaker explained that first of all will be privatized “public companies that are quoted on the market and therefore technically and legally it is best prepared and best known to the investor.”
On 1 February during a meeting with members of the government President Vladimir Putin has called the key to large-scale privatization. Buyers should be in Russian jurisdiction and not to borrow from the banks, demanded the head of state. According to him, the privatization deal must be “as transparent as possible for their participants and to the public.”
Putin also noted the importance of economic feasibility of the sale of state assets. The sale of shares at a knockdown price, he said, should not be. He said that the state should retain control over the strategically important enterprises and to prevent withdrawal of the privatized assets of Russian jurisdiction.
Putin instructed the government to prepare a list of the companies-applicants for participation in privatization.
On 2 February President’s press Secretary Dmitry Peskov, answering the question of whether to participate in the privatization of a foreign company, said that Russia “was and remains open to foreign investment.”
On the same day, Ulyukayev, speaking at the Collegium of the Ministry of economic development, said that “wait (privatization) there is nowhere else”, because “the budgetary situation is very critical” and “General turbulence in the financial markets does not give reason to expect a rebound”.
Earlier that the government is ready to sell its stake in Bashneft, Rosneft and ALROSA, reported Reuters citing two sources familiar with the results of the meeting with Putin. Another source of the Agency said that the list of privatized companies can also enter VTB. According to the interlocutor of the Agency, the state may gain from the privatization of state-owned companies in 2016 approximately 500-800 billion rubles, which will help avoid further budget cuts.
In January, Finance Minister Anton Siluanov said that for two years it is planned to receive on the privatization of 1 trillion rubles. the First candidate to participate in the privatization Siluanov called Rosneft, which the government plans to sell 19.5 per cent (now the state owns 69.5% of the oil company).
In “Bashneft” the state owns 75% stake in ALROSA — 43,9% (in agreement with Yakutia, the state’s share must not be lower than 25%, so the sale may be set up to 19% stake in the company).
