According to the document, the maximum charge for passenger cars on Federal toll roads can not be more than 3 rubles per kilometer, but if it is an artificial structure (bridges or tunnels) is 21 rubles per 1 km.

For light commercial vehicles (LCV), the maximum rate will amount to 4.5 rubles for roads and 31.5 rubles for artificial structures; for two-axle trucks 6 and 42 of the ruble, respectively, for three-axle trucks – 9.5 ruble and 66.5 rubles per 1 km.

If the road is constructed or reconstructed on the basis of the concession agreement (the form of public-private partnership in which the concessionaire is a private person invests in the construction and maintenance of the facility, resulting in rent, and investment returns at the expense of road users through payments from the state in the person of the grantor), the maximum rates may be higher. For passenger cars is 12 rubles per 1 km of road and 84 roubles for 1 km of artificial structures for LCVs – 18 rubles rubles and 126, respectively, for two-axle trucks 24 and 168 rubles, for three-axle trucks – 38.5 rubles and 269 rubles for the toll bridges and tunnels.

The resolution also establishes the method of calculation of tolls on the toll roads. In particular, if the road is built of blocks, some of which are on the basis of the concession agreement, and some don’t, but the fee must be uniform at all sections, the set rate is defined as the average of all tariffs on parts of the road.
