MOSCOW, 5 February. The Ministry of Finance of the Russian Federation in the next few weeks will provide proposals and estimates for excise taxes on palm oil and products that are harmful to the health. This was reported by the representative office.

“We have a government instruction on this subject in the near future (within several weeks) will submit proposals and calculations. From the point of view of the Finance Ministry, taxes on products, consumption of which in large quantities is harmful to health is justified and may be imposed in Russia, especially during a difficult situation with the budget,” he said.

Now the formula is being worked out. “We are working on the variant of the specific excise rate in roubles per ton of palm oil. Bet we will define later. This measure requires careful consideration and calculations,” – said the representative office.

According to him, these excise taxes should be imposed not only to replenish the budget, but in order to affect reduction of consumption of economic means rather than by prohibitions and restrictions. The representative of the Ministry of Finance said that under the new excise taxes will be taken foods high in sugar – especially soft drinks.

“There is another problem specific to the food industry, where low cost palm oil provokes its use to reduce the cost of products and deceiving consumers who believe that buying goods using, for example butter. Dangerous this situation becomes, when instead of edible palm oil used technical, with low melting points. Its intake in food is dangerous for humans”, he added.

In addition, the Finance Ministry is considering additional taxation of beverages with high sugar content and chemical essences. “Such measures are recommended by who, including, as one of measures against excessive consumption of sugar and related diseases,” he explained.
