The Central Bank deprived of the license of the Bank “Intercommerz”, which occupies 67 th place in the Russian banking system. This is stated in the press release published on the website of the regulator. At the end of January the Bank of Russia has appointed in the “Intercommerz” temporary administration.
As noted in the Central Bank, due to the significant imbalance between assets and liabilities of the Bank its rehabilitation with the involvement of the Agency for Deposit insurance (DIA) and creditors was not possible “reasonable economic conditions”.
The Central Bank explained that the decision to revoke the license was made in connection with the failure of laws on banking activities and regulations, as well as with a reduction of capital below the minimum value. The Bank of Russia found that “Intercommerz” inadequately assessed the risks of unsatisfactory assets, and was involved in questionable conduct operations.
“Intercommerz” was a participant of the Deposit insurance system. Investors will be able to fully return their funds, but not more than 1,4 million rubles in aggregate per depositor.
The Bank was a partner virtual “Rosebank” and produced the cards under its brand. In January after the start of the problems “Intercommerz” “Rosebank” notified its customers by mailing a letter Board to withdraw their funds from cards. After that “Intercommerz” has blocked access clients “Rosebank” to their accounts.

On Monday the Central Bank also withdrew a license from the capital of Alta-Bank, who held 186 th place by assets. Institution imposed restrictions on withdrawal of deposits and ceased making payments in mid-January. The Bank of Russia explained that due to the loss of liquidity Alta-Bank has ceased to fulfill obligations to creditors. The owners of the Bank did not take measures to normalise its work. The Bank of Russia has appointed in the institution under temporary administration.
