As reported on Tuesday, told “Kommersant”, the Investigative Committee of Russia (TFR) has detained the former Director of the airport complex of Domodedovo Vyacheslav Nekrasov and the former heads of two commercial structures, providing security of the airport and control them.
According to the newspaper, two other detainees — the former head of the Russian representative office of Airport Management Company Limited (operates the Domodedovo airport) Svetlana Trishina and former managing Director of CJSC “Domodedovo airport aviation security” (in it security) Andrey Danilov.
All three are suspected of committing a crime under part 3 of article 238 of the RF criminal code (fulfillment of works or rendering of services that do not meet the requirements of safety, entailed on imprudence death of two or more persons).
According to investigators, the former top-managers of Domodedovo did not provide one hundred percent inspection of airport visitors, which led to the fact that the suicide bomber Magomed Yevloyev freely got into the airport building and blew himself up. As a result, 37 people were killed and another 172 were injured.
None of the detainees doesn’t admit the guilt.
All three detainees had previously been suspects in a criminal case instituted in connection with the same attack under article 263.1 of the Russian criminal code (breach of requirements of transport safety). The investigation of this case lasted five years, but was subsequently discontinued.
At the end of 2015, “Kommersant” wrote that the reason for the termination of the investigation is that investigators have not found crime structure under article 263.1 of the criminal code in the actions of the former heads of the linear Department of internal Affairs of Domodedovo airport, as well as ex-the chief of transport management of the MIA of Russia for the Central Federal district Andrei Alexeev. The same goes for the Director of the Russian representation of the management of the offshore company airport Igor Borisov, his Deputy and two company employees responsible for airport security.
It turned out that at the time of the attack there were no documents under which security threat should react employees of the airport. Was not and regulations that would establish a system of measures implemented for the protection of transport infrastructure against criminal attacks, wrote Kommersant.
